根据目前最新的办理情况来看，领事馆在2016年11月3日之后，持旅行证在连续18个月未回国的状况下，也不能批准"旅行证转签证”。
而之前的条件是孩子出生满 18 个月或 18 个月内没有回国记录，可以放弃中国国籍，申请中国签证。具体申请材料如下：
