孩子的爸爸是出生在美国的美国人和中国的太太在中国生下孩子，孩子在美国驻中国领事馆拿了美国护照，然后使用“出入境通行证”来到美国。而孩子的妈妈，不管是孩子出生之前拿的美国绿卡，还是出生之后拿的美国绿卡，孩子都没法申请“中国签证”。
也就是说，孩子在中国出生的，只要父母双方其中一方拿中国护照（不管孩子爸爸或妈妈是不是美国人持美国护照），就只能办理“旅行证”，不能办理签证。
