很多台湾人需要在中国大陆办理事务，比如夫妻双方，一方是大陆人，一方是台湾人，比如买卖房产、办理子女的户籍国籍、为配偶办理移民手续等。
而中国政府不承认中华民国，也不承认双重国籍，所以，中国使领馆不接受台湾护照作为身份证明，如果认证材料中涉及到“台湾”，中国使领馆也有一些特殊要求，诸如文件中有关“中国”、“台湾”的表述必须符合要求等等。
所以，如果台湾人的文件想通过中国使领馆的领事认证（3级认证），就必须注意措辞，同时，作为身份证明文件，要符合使馆要求。
