州务卿公证认证分两种：Apostille 和 Certificate of Authentication，Apostille 又称“海牙认证”，只能在海牙条约成员国内使用，而中国领事馆目前不属于“海牙认证的条约国”，所以递交中国驻美国的各地方领事馆只能使用“ Certificate of Authentication”。
