怎么办理洛杉矶，州务卿公证认证？

在美国，州务卿是一州的民选官员中仅次于正副州长（实际上副州长和副总统类似）的民选官员。不同州的州务卿职权范围差异很大，但大部分州务卿负责选务、商务登记、注册等等。加州州务卿可以办理州务卿认证。

注意：签署了《海牙关于取消要求外国公文书认证的公约》的国家要求使用附加证明书 Apostilles 而不是普通的证明书 Certification。

但是，送往中国领事馆，都需要使用 “Certificate of Authentication”。

由于加州的地理因素，位于北加州的州首府萨克拉门托 Sacramento 和主要大都会区如旧金山湾区 Bay Area 以及大洛杉矶地区距离较远，因此传统上在旧金山和洛杉矶均设有州务卿办公室来方便民众办理相关手续。不过，由于过去几年加州政府经费紧张，导致旧金山的州务卿办公室遭到裁撤。洛杉矶的州务卿办公室仍然保留。

办理认证需要申请人去州务卿办公室，或通过邮寄进行。

加州州务卿办公室只认证在加州签发的、由公证员 Notary Public 或以下公务人员签署的他们职权范围内的文件：

• 郡书记处或档案处 County Clerks or Recorders
• 各级法院的官员：Court Administrators of the Superior Court
• Executive Clerks of the Superior Court
• Officers whose authority is not limited to any particular county
• Executive Officers of the Superior Court
• Judges of the Superior Court
• 州政府官员

认证需要的材料如下（如果通过邮寄）：

• 文档原件。不接受影印件。
• 附信说明将要去哪个国家使用。（这会决定是使用附加证明书还是普通的认证）
• $20 的支票或汇票（收款人必须是 Secretary of State）
• 包含地址的返程信封。如果需要tracking服务，需要提供预付的邮寄贴纸。
  如果没有预付邮寄贴纸，州务卿办公室会以USPS平信形式发出。

邮寄申请材料时，建议附上说明，如下：

To Certification Desk – Office of the Secretary of State,
I would like to request for certification of my [此处填写关系，例如daughter，或son], [宝宝名字]’s
birth certificate, issued by Santa Clara County Clerk-Recorder, for use with China’s consulate
in San Francisco.

Enclosed contents in this mail:

– Original copy of birth certificate, issued by Santa Clara County Clerk-Recorder
– A check of $20.
– This letter.
– A self-addressed envelope for return mail.

采用的是平信寄出，在第九个工作日收到了银行通知，支票被cash了。

在第十个工作日收到了寄来的州务卿认证。认证是钉在原件上，并有骑缝章，同时有一个金色的加州大印。
