境外出生的美国国籍孩子，在美国申请出生纸，并进行中国领事馆出生纸公证认证。
凡是美国公民在境外所出生的孩子，例如中国出生美国公民，加拿大出生美国公民等。他们在办理中国的出生纸认证的时候必须通过“美国国务院”与“华盛顿领事馆”公证认证，并且，还需提前在国务院申请孩子的出生纸，不能使用各州的出生纸，如下图：
