The Secretary of State, Ken Bennett in Phoenix Arizona issues apostilles on documents with the following criteria:

Documents intended for use in a foreign countries.  An apostille issued by the Arizona Secretary of State's Office certifies an Arizona Notary, judge public officers and State clerks whose oath is on file with the Secretary of State.

Vital records such as birth, death or marriage certificates should be issued no more than 5 years ago and certified by the current State registrar Patricia Adams.
